Big Fuzz is a boss that you can encounter at the end of Neo Galuga's 30 minute round as a special event. You will have to step on to a red trap plate on the far top right of the city area to encounter him as a boss. Doing so will avoid having to encounter a Reaper.
Defeating it will unlock Colonel Bahamut.
