Mini Horse is added to the level up item pool after Hats reaches max level.

Mini Horse mirrors the effects of Greatest Jubilee, acting as a lesser version of the weapon. It also spawns a miniature, non-functional Horse that flies around the player's character. Each Mini Horse level corresponds to the same level for Greatest Jubilee.
